This should be located near the bottom of the launcher under the General tab. Once you have opened the launcher, look for the Language option.
Then, navigate to the game launcher using either the Steam client or the launcher from the game’s folder. First, make sure you have the latest version of the game installed. Manually changing language in Skyrim is fairly easy to do.
